Tony Matthews

Chief Delivery Officer, Sports Boulevard Foundation

Tony Matthews is the Chief Delivery Officer at the Sports Boulevard Foundation, where he is responsible for leading the Design Masterplan and Code, Commercial, Delivery, City Integration and Stakeholder Engagement, and Health, Safety, and Environment departments. In this role, he oversees the delivery of one of Saudi Arabia’s most ambitious urban transformation initiatives and the world’s largest linear park, supporting the Kingdom’s Vision 2030 and Quality of Life objectives.

With nearly three decades of experience in large-scale infrastructure, construction, and urban development, Tony has built a distinguished career delivering complex, high-value programs from inception through construction, operational readiness, and full operation. He is widely regarded for his strategic leadership, disciplined governance, and ability to lead diverse teams across highly complex, multi-stakeholder environments.

Prior to joining the Sports Boulevard Foundation, Tony played a pivotal role in the success of Expo 2020 Dubai and its transformation into Expo City Dubai, where he served as Chief of Operations and was a member of the Executive Committee. During his eight-year tenure, he led major construction and logistics packages, guided the programme through an intensive operational readiness and testing phase, oversaw city operations during the six-month World Expo that welcomed over 24 million visitors, and subsequently led the city’s transition into its post-event legacy phase.

Earlier in his career, Tony held senior leadership positions on several landmark regional and international projects, including the Abu Dhabi Airport Development Programme, where he served as Head of Airside Infrastructure; the Riyadh Metro Project, where he managed the delivery of deep underground stations within Riyadh’s urban core; and the Khalifa Port and Industrial Zone in Abu Dhabi. His professional journey began in the United Kingdom with Amec Civil Engineering, where he progressed from construction trainee to senior civil engineer across a wide range of infrastructure projects.

Tony holds a Master of Business Administration from the University of Manchester, a Master of Science in Construction Management from the University of Bolton, and HNC and ONC qualifications in Civil Engineering. Known for his collaborative leadership style and commitment to excellence, he continues to shape the delivery of complex urban environments that prioritize safety, sustainability, and long-term operational success.
